New Postal ID
On to my quest to get Valid IDs.

Attempt #1
I went to the nearest postal office with capture site. Posted to the wall the official requirements:II. PROOF OF IDENTITY - Submit any one (1) of the following:
• Birth Certificate Issued by NSO or Local Civil Registry
• GSIS or SSS UMID Card
• Valid Driver’s License
• Valid Passport
III. PROOF OF ADDRESS - Submit any one (1) of the following:
• Barangay Certificate of Residency issued within three (3 months) prior to PID application
• Certified True Copy of Lease
• Certified True Copy of Titles issued by the Land Registration Authority (LRA)
• Certified True Copy of Real Estate Tax Receipt
• Bank Statement
• Credit Card Statement
• School Billing Statement
• Utility Bill (cable, electric, internet, landline, telephone, water)
But... on the note posted outside the door of the office of the Postal ID officer...
It simply says:
TWO Required Documents:
1. NSO Birth Certificate
2. Barangay Clearance
We entered the room and talk with the officer. Even though the official requirements are clearly posted outside his office, he insists that he only accepts NSO Birth Certificate for Proof of Identity. My sibling only brought an SSS card for proof of identity, but it was denied. So, we went home.
Attempt #2
After ordering an NSO Birth Certificate, we went to other Postal ID Office within the city. Same requirements:TWO Required Documents:
1. Birth Certificate, NSO or from Local Registry
2. Barangay Clearance
These two documents are all you need to proceed, but in this site, they accept non NSO Birth Certificate.
After form filling, submit the form and the required documents to the teller and pay the P504 fee. After paying, you will be called to capture your photo and finger prints. The process only takes about 10 mins.
But... although according to the official website, it'll only take 10 to 15 days to receive the Postal ID card, the officer said that it'll take about a month to do so. The P504 fee already includes the delivery fee.
Hope to receive the Postal ID within a month. I've read rants at Postal ID facebook that it's already more than a month and they still hasn't received theirs.
Update Sept. 30, 2016 : Received my new Postal ID today, delivered at home. Took almost a month.
