Conclusion

It only took a few minutes; filling-up the online form and paying via online wallet. Then wait within a week for the door-to-door delivery.

Why are there two websites? I don't know either.

Based on my experience from ordering on both of these websites, PSA HELPLINE process and deliver faster than PSA SERBILIS. If you don't mind paying a little P35 extra for a little faster processing and delivery, then I recommend using PSA HELPLINE.
